The groundwork for SEF’s report was carried out during the first three months of every year from 2006 to 2011, in various areas throughout Lisbon that are notorious for prostitution, “with the objective of characterising this phenomenon, associated to illegal immigration and human trafficking.”.
Canvassed areas included Poço do Borratém, Intendente, Instituto Superior Técnico, Parque Eduardo VII, Belém, Cais do Sodré, Artilharia Um, Conde de Redondo, Avenida da Liberdade, Monsanto and Cidade Universitária, the report said.
According to SEF’s data, in 2006 the report took count of 198 male and female prostitutes, among them 114 Portuguese, 21 Brazilian, ten Romanians, 48 Africans and five of other nationalities.
Last year, however, the report identified 176 males and female prostitutes, 100 of who were Portuguese, 27 Brazilian, 15 Romanian, 31 African and three of other nationalities.
“From looking at the registered data, in comparison to 2006, there has been a slight decrease in the number of women working as prostitutes on the streets, particularly among Portuguese and African women, though there has been a slight rise in the number of Brazilian and Romanian male and female prostitutes”, SEF said.
However, it added, “the most frequent nationality is Portuguese and among immigrants, African and Brazilian.”.
However, SEF’s analysis is refuted by some organisations that work with prostitutes, who argue the phenomenon is rising.
Portugal has nearly as many national prostitutes as foreign ones.
According to the results of an international network set up to monitor the spread of HIV and other health concerns amongst migrant sex workers, Portugal has almost as many nationals working as prostitutes as it does foreigners, a phenomenon found only in one other European country, the UK.
With the exception of Portugal and the UK, in all other European countries at least 70 percent of sex workers are immigrants, according to the international Tampep 8 study, based on findings from 2008.
Only Chile and Malta did not participate in the study, which was created using data from associations that give help and support to sex industry workers. Eighty-seven percent of the participants considered in the study were women; seven percent men and six percent transgenders.
In most countries worldwide an average of 70 percent of the countries’ prostitutes are immigrants, but in Portugal that percentage is on 56 percent, indicating there are nearly as many Portuguese nationals working in prostitution in this country as there are foreigners.
In the UK only 41 percent of prostitutes are immigrants, the majority of whom (80 percent) work in London.
The report further shows that the influx of prostitutes into Portugal has decreased slightly; in 2006 foreigners made up 60 percent of the industry.
But in Spain, Austria and Luxemburg, immigrants represent between 80 and 90 percent of those working in prostitution.
However, both nationals and foreigners cite the same reason for working in prostitution; economic difficulties. Amongst national prostitutes the greatest vulnerabilities brought on by their profession are drug and alcohol abuse, regarding immigrants it is their illegal status in a foreign country.
The Portuguese facet of the report was coordinated by Maria CecГ­lia Eira, who manages the Auto-Estima project, which lends support to sex workers in Portugal.
She revealed that Auto-Estima has just as many Portuguese women seeking its support as it does immigrants, who are mostly Brazilians, a nationality whose presence has boomed in this country and now represents 65 percent of all foreign prostitutes. Eight percent of foreign prostitutes come from Eastern Europe, and seven percent from Central Europe.
Overall 60 different nationalities were found to be working in Portugal’s sex industry, which mainly takes place in clubs, private apartments and on the street.
In comparison to other European countries, where the sex industry is better organized, Portugal flags behind, meaning its workers have little or no control over their working conditions, particularly concerning health.
